Updates the meter provisioning data of the user and then initiates a connection to the meter.
1) Uses the provided pincode in the request body, if present, and also provisions it in the backend
2) If pincode is not provided in the request body, uses the provisioned one
3) If there is no commissioned optical reader and there is an optical reader in the vicinity that reports the provisioned serial number, initiates the commissioning process
